NON A LA GUERRE – NON A L’OTAN

A l’occasion du soixantième anniversaire de l’OTAN, nous vous appelons à venir manifester à Strasbourg et à Kehl en Avril 2009 contre les politiques militaires et nucléaires agressives de l’OTAN et affirmer l’exigence qu’un monde juste et sans guerre est possible.

L’OTAN est un obstacle croissant à la réalisation de la paix mondiale. Depuis la fin de la guerre froide, l’OTAN a tenté de se redéfinir comme outil militaire aux mains de la « communauté internationale » , promouvant la soi-disant « guerre contre le terrorisme ». En réalité, c’est un instrument militaire dirigé par les Etats-Unis qui dispose de bases militaires sur tous les continents, outrepasse les Nations Unies et les règles du Droit international, encourage la militarisation et l’escalade des dépenses militaires_ les pays de l’OTAN cumulent 75% des dépenses militaires mondiales. En poursuivant depuis 1991 son projet d’expansion au service de ses intérêts stratégiques et du contrôle des ressources, l’Otan a engagé une guerre dans les Balkans sous la dénomination fallacieuse de « guerre humanitaire » et mène depuis 7 ans une guerre brutale en Afghanistan, où la situation empire de façon tragique s’étendant désormais au Pakistan.

En Europe, l’OTAN aggrave les tensions, alimente la course aux armements avec le prétendu « bouclier » antimissile, un arsenal nucléaire gigantesque et sa doctrine de « première frappe nucléaire ». La politique de l’Union Européenne est de plus en plus liée à l’OTAN. L’expansion actuelle et potentielle de l’OTAN en Europe de l’Est et au-delà, ainsi que ses opérations « hors zone » font courir un danger à la paix mondiale. Le conflit du Caucase en est un exemple clair. Toute progression de l’implantation de l’OTAN augmente les risques de guerre, y compris le danger du recours aux armes nucléaires.

Afin de réaliser notre dessein d’un monde pacifique, nous nous opposons à toutes réponses militaires aux crises mondiales et régionales, elles constituent une partie du problème et en aucun cas une solution. Nous refusons de vivre dans la crainte du recours à l’arme nucléaire et nous rejetons toute nouvelle course aux armements. Nous devons diminuer les dépenses militaires et utiliser ces ressources pour faire face aux besoins vitaux de l’humanité. Toutes les bases militaires étrangères au pays où elles sont implantées doivent être fermées. Nous nous opposons à toute implantation militaire utilisée pour faire la guerre. Nous voulons démocratiser et démilitariser les relations entre les peuples et établir de nouvelles formes de coopérations pacifiques afin de construire un monde plus sûr et plus juste.

Nous vous appellons à diffuser ce message et à inviter chacun à venir à Strasbourg et à Kehl afin de transformer cette vision en réalité. Nous pensons qu’un monde de paix est possible !
